andhytaIt is a distinct pleasure to welcome all of you to Indonesia Model United Nations 2011 and particularly 15 distinguished delegates to the Futuristic Security Council. My name is Andhyta Firselly Utami and I sincerely feel honored to be serving as your director in one of the most intense and exciting committees where we are going to deliberate on the ‘almost impossible’ case of Libya.

I am currently enrolled as a sophomore majoring international relations in Universitas Indonesia. I deeply am passionate in inter-religion and international studies as I look forward to be an international relations scholar myself. My fond interest in Model United Nations has escorted me to intricate negotiations in Harvard National MUN 2011 (Historical General Assembly 1991), Indonesia MUN 2010 (General Assembly), Nanyang Technological University MUN 2010 (World Health Organization), etc. Furthermore, I have also been engaged in several international conferences, debating-related competitions and youth based organizations such as Indonesian Future Leaders. All this serious stuff aside, I consider myself a language-freak who enjoys reading literature and play the violin in my spare time.

Having travelled to many parts of the world (including Germany, Turkey, and the United States), I realized that unique perspectives from nations with different background should be used to immediately resolve global issues and not vice versa. This encourages me to take part in IndonesiaMUN 2o11 by chiefly challenging you to produce solutions for Libya in the Futuristic Security Council of 2012. Please do not hesitate to contact me if you have any further inquiries or concerns. I am excitedly waiting to see your fruitful discussions through the caucuses here in Depok, and hopefully it is going to be substantively absorbing!

About The Committee

Under the United Nations Charter, Security Council has primary responsibility for the maintenance of international peace. To entertain such function, the security council is also being given more authority to give out binding resolutions to all member states-enabling them to assign mandate in conducting peace keeping operations, sanctions, and  even recommend admission of members. Thus decision made in the Security Council are very crucial not only to the UN but importantly also to the well being of the international society. Often addressed as the most powerful body in the United Nations, it comprises 15 member states in which five permanent member will be holding veto rights upon resolutions; the other ten non-permanent members are elected by the General Assembly for two-year terms and not eligible for immediate re-election.

The Libyan Crisis

In this special opportunity, we are going to put ourselves forward to the execution date of Gaddafi, precisely at the middle of 2012 where the international community is still worried about Libya’s aftermath development. Although the rebellious group has won over Gaddafi’s regime in the end of 2011, there remain several problems that require follow-up measurements, including the continuous existence of NATO forces on the land of Libya as well as other state-building processes that need to be taken. Several failures and successes from resolutions produced by the United Nations have led us to today’s situation in which Libya is under the transitional government yet simultaneously are in fear of attacks from state’s insurgents, i.e. Gaddafi’s ex loyal forces.

The Security Council of IndonesiaMUN this year is then challenged to find solutions towards these problems. Despite the fact that the tensions in Libya have lowered down, a number of events during the past 6 months have contributed to the rising the international attention. On June 19, the Security Council issued a statement regarding the situation in Libya which calls United Nations’ member states upon NATO’s occupation and immediate engagements needed to fight against the insurgents. The Arab League and African Union have also suggested a number of alternative options such as replacing NATO with UN Peacekeeping Force and it is going to be decided upon this particular meeting.

This committee is going to test your critical and creative thinking simultaneously through enacting solutions in responding such situation in the future. Within it, we are going to show the dynamics of international politics and the art of creating momentous resolutions. Your very intention in playing part in this council would be to challenge yourself in anticipating future problems and hopefully uncover strategies and questions before it is ever attained in the future.
